Consultation Outcomes

Summary of the consultation March 2008

1) Returns
Byland and Wass        58        (issued 92)     63%
Oldstead                    14        (issued 44)     32%
Others                         9
Dancers                     70+     (informal consultation)

2) Option choices
        1 Large, ‘sustainable’ design                       21%
        2 Large, standard design                            16%
        3 Smaller ‘sustainable design                       34%
        4 Smaller standard design                             4%
        5 Demolition                                                4%
        6 No preference expressed                          21%
7 The Dancers overwhelmingly expressed the wish to maintain the existing buildings as long as possible. Two grants are currently being sought one to the Gannet foundation for a new entrance adjacent to the billiard room. This would give disabled access and replace the weakest part of the structure. The other is to the B and Q One Planet scheme for materials to replace the flat roofs. Both require in-kind labour. Decisions are expected in mid April and Mid June2008.

3) Finance
Up to £22,590 was offered towards a building fund for a new hall, with further undisclosed sums or soft loans being offered by 12 individuals.

4) Other comments
Several responses expressed concern over the viability of any hall in view of its level of usage. While some new village halls such as those at Sheriff Hutton and Terrington do attract enough new business to justify their size in relation to the community that owns them others do not and struggle to generate enough money for adequate maintenance.
One innovative suggestion was to find a partner to build a new hall on the ground floor with two affordable dwellings above, the sale of which would pay for the development.

5) Conclusions
There was little support for demolition and sale of the land.

The largest group opted for a smaller hall of environmentally friendly design that would attract specialised funding. (About £30,000 )

A larger group would prefer a large hall but were divided over the type of design

Both sustainable options had more support than the standard design of either size.

Funding remains the major issue although co-funding could double our contribution.  Ryedale would provide up to 20% of the costs up to a limit.
