EXECUTIVE SUMMARY

1.1: The Reason for this Study

The Trustees of Wass Village Hall have agreed that initial feasibility work is urgently needed to:

  • Explore potential additional uses for the new hall, possibly through links to other programmes
  • Look at other new markets for the hall through discussions with stakeholders and funders
  • Establish potential sources of private and public sector funding
  • Set out costs, timescales and milestones for delivery of the project
  • Deliver a clear, concise report advising the way forward for a hall of the required size for agreed needs

 

1.2: Potential Markets and Uses

This Study suggests a range of uses for a proposed new building, based on and expanding existing uses such as:

  • Live music and dance
  • Tourism information point
  • Retail and Hospitality
  • Business meetings and craft shows / exhibitions
  • Education and Training

Due to the small local population, there is no evidence of need for a large village hall, so strong promotion of any new venue to its target markets is essential to ensure long term sustainability.

1.3: Competing Local Venues

This study has identified a number of similar facilities within a 5 mile radius which could offer alternative facilities. These would potentially compete for business with a new hall in Wass

1.4: Potential Sources of Funding

Various sources of funding have been considered as potentially appropriate for the building of the new hall, the most likely being:

  • North York Moors Sustainable Development Fund
  • Low Carbon Buildings Programme 2
  • Ryedale District Council Main Grant Fund
  • Donations raised through fundraising

1.5: The Options

Due to a significant funding shortfall which is not likely to be filled by any one public sector funder, we propose the following options are considered, through consultation with the local community and users of the existing Hall:

Option 1: High quality, sustainable design 350 m2

Option 2: Standard quality 350 m2

Option 3: High quality, sustainable design 150 m2 and sale of remainder of plot

Option 4: Standard design 150 m2 and sale of remainder of plot

 Option 5: Demolish and sell plot to put money in Trust for village

 

1.6: Recommendations

We recommend that the Trustees consult local residents and users of the Hall as soon as possible regarding the above options, as it is clear that, without significant and urgent investment, it will not be fit for use. It is essential that consultees are aware that local people will need to make a large part of that investment through financial and in kind donations. Due to the condition of the Hall, the Trustees are under pressure to act quickly but must do so with a mandate from the community.
